The Arctic Council Indigenous Peoples’ Secretariat is a support Secretariat for the International Indigenous Peoples’ Organizations that are Permanent Participants to the Arctic Council.
The Indigenous Peoples' Secretariat was established under the Arctic Environmental Protection Strategy to "address all issues related to the participation of indigenous peoples." The IPS continued under the framework of the Arctic Council in 1996. The IPS, as recognized in the Ottawa Declaration, is an entity within the Arctic Council Secretariat with its own board, designated budget and work plan. It serves to support the "active participation and full consultation" of the Indigenous organizations that hold Permanent Participant status in the Arctic Council.
